Flood insurance rebuilds homes with public money repeatedly

first_imgWASHINGTON, N.C. — After Hurricanes Florence and Michael, the nation’s financially troubled, taxpayer-backed flood insurance program is likely to restore homes and businesses that have already been rebuilt repeatedly, sometimes at costs totalling more than the building is worth.Nearly 37,000 properties from the Carolinas to California have repeatedly flooded and been rebuilt — some dozens of times — through the National Flood Insurance Program. The program is $20 billion in debt and must be reauthorized by Congress this month.The Federal Emergency Management Agency runs the flood insurance program. Its records show Louisiana has had the most repeatedly flooded properties, with 23 per cent of the total. Commander of UN force in DR of Congo visits Kivus and neighbouring

In connection with the deployment of the UN Organization Mission in the DRC (MONUC), Gen. Samaila Iliya visited Goma, Bukavu, Rutshuru, Kamanyola, Uvira, Baraka, Kalima and Shabunda.Accompanied by his deputy, Gen. Jan Isberg, and Col. Lawrence Smith, Gen. Iliya also went to Bujumbura, Burundi, for talks with military leaders and the president of the Commission on the Cease-Fire, Gen. El Hadj Alioune Samba.Their talks focused on coordinating operations by MONUC and Burundi, especially on maintaining surveillance of the border between the two countries and enforcing the arms embargo against the eastern DRC.They also discussed the technical aspects of using the Bujumbura airport to facilitate the movements of the Kivu Brigade.With a UN peacekeeping mission about to be launched in Burundi, General Iliya paid courtesy visits to the head of the UN Observer Mission in Burundi, Berhanu Dinka, and to the African Union’s civilian and military missions there.In other news, MONUC said 43 bodies have been recovered from Lake Tanganyika in northeast Katanga Province and 10 people were missing from an overloaded ferry that sank last week. A local commission of inquiry has listed another 52 people who survived, but said the ferry was licensed to carry a maximum of 35 people.MONUC was also investigating the details of a flight by a cargo plane whose pilots were carrying forged flight licences.The pilots made an “acrobatic” landing in Bunia yesterday evening after the airport was closed and claimed to be transporting palm oil, the Mission said. read more

Urgent improvements in health care needed to combat child deaths says UNICEF

Releasing a new study today showing that around 29,000 children under five years old die around the world every day, the United Nations Children’s Fund (UNICEF) called for stronger health services in countries with high child mortality and increased Government and donor support for child survival.The call was backed by a meeting of political and health experts in New York, organized jointly by the Norwegian Government, the Lancet medical journal and UNICEF, focusing on ways to prevent the deaths of millions of children before their fifth birthday, and the head of the Fund said lessons should be learnt from countries’ success stories.“Dramatic gains in child survival within some countries point the way toward successful strategies that can work on a broader scale,” said Ann M. Veneman, UNICEF Executive Director. “Such strategies include integrated, community-based approaches that address maternal and child health, nutrition, AIDS prevention and water and sanitation.”However panellists at today’s meeting also highlighted the fact that few of the countries with high child mortality levels are on track to reduce under-five mortality by two-thirds between 1990 and 2015 – the fourth of the Millennium Development Goals (MDGs), a list of targets aimed at reducing poverty and other social ills. Around 29,000 children under the age of five die each day and most of these deaths are preventable. Pneumonia alone kills more children under five than any other disease according to a UNICEF/World Health Organization (WHO) report launched today – two million children under five each year – more than AIDS, malaria and measles combined.UNICEF and its partners have carried out a focused assessment of key maternal, neonatal and child survival indicators across the 60 countries with high child mortality, and this was also published today in a special issue of the Lancet. These countries account for 94 per cent of all under-five deaths worldwide. The majority have made little or no progress on child mortality, while 14 countries saw child mortality rates increase between 1990 and 2004. But the assessment also finds success stories, with seven countries set to reach the 2015 goal, including Bangladesh and the Philippines, and it is from these that lessons should be drawn, Ms. Veneman said.Global health partnerships such as the Measles Initiative have already helped to halve measles-related deaths in the past five years, UNICEF noted in a press release, while the Unite for Children, Unite against AIDS campaign is mobilizing resources for women and children living with HIV/AIDS. read more

Shuttle Endeavour carried first LEGO sets ever launched into space

first_imgAs the shuttle Endeavour embarked on its final voyage Monday, it carried not only astronauts, but a few other passengers as well. On board was the Alpha Magnetic Spectrometer — a particle physics experiment module — and the ExPRESS Logistics Carrier, which is a piece of equipment for the International Space Station that supplies electrical power, and mechanical mounting surfaces, among other things. Besides these two items, the Endeavour transported a few objects that were a little more unusual, including Nematode worms, squid embryos, and LEGO kits.These LEGOS, part of LEGO’s Bricks in Space program, are officially the first ever LEGO blocks in space. Dr. Julie Robinson, chief scientist at NASA for the ISS, told Robert Sigel of NPR that NASA aims to start helping students focus on careers in science and technology at a young age. And what better way to do that than with LEGOs? The astronauts will build the models to show children how microgravity effects how simple machines work.NASA has built a relationship with LEGO to help kids that are interested in LEGOs and in space to start focusing on some of the research and the math that goes behind these space missions. The astronauts will conduct experiments and share their results with students and teachers back on Earth via video and commentary from the crew that will be brought back to Earth.One LEGO-building astronaut is Cady Coleman, who you might remember from the video of her and Jethro Tull’s Ian Anderson performing the first ever space-earth flute duet. Coleman, who currently lives in the ISS, will be the first person to build LEGO models in space. She even went through LEGO space training. Windows 8 Samsung tablet handled new features revealed

first_imgAs expected, Microsoft has handed out a Samsung tablet to BUILD attendees. So, what was the mysterious tablet teased last week?It wasn’t a quad-core Nvidia chip as some thought. Rather, it was a kicked-up Samsung Series 7 slate with an Intel Core i5 processor, 4GB of RAM, a 64GB SSD, and an 11.6″ Super PLS touchscreen display. The tablet also came with a dock that offered wired connectivity options like USB, HDMI, and Ethernet.If that’s not enough to make you drool, lucky devs in attendance also received complimentary 3G service from AT&T — a whole year’s worth, with a bandwidth allotment of 2GB per month.After the hardware was unboxed, the hands-on previews arrived and Microsoft’s Windows Phone-esque interface was front and center making Windows 8 a finger-friendly experience. From the moment you sign in, Windows 8’s tablet features are easy to see.First, there’s the new picture password option. Instead of using a plain old password, you’ve now got the option to select a picture from your library and draw a pattern on top of it to log in (example: touch your dog’s nose and then draw a circle around its head). It’s a very smart system and totally immune to keyloggers.Once you’ve signed in, the previously-revealed start screen comes into view. Apps and Live Tiles can be pinned, rearranged, and re-sized to your specifications. The start menu has been simplified, reduced to 5 “charms”: settings, devices, share, search, and start. The share charm will tap into Windows Live, where you can, of course, connect your Live ID to scores of web services like Facebook, LinkedIn, Twitter, YouTube, and just about any other site on which you have an account.Windows 8 also offers a greatly improved on screen keyboard. The keys are larger and easier to hit accurately with a finger, and there’s also a split mode that allows you to type using your thumbs — a nice option since 12″ tablets like the Samsung freebie are a bit heavy for using comfortably in one hand for long periods of time.Internet Explorer 10 was also on display, shown in all its chromeless glory looking very much like a third-party tablet browser like Dolphin or Opera Mobile running in full screen mode. Tabs are shown visually in a strip along the top edge of the screen and the browser’s address bar has been moved to the bottom — where it more or less replaces the taskbar.Again, it’s a very finger-friendly interface, with the generously-sized buttons and thumbnails providing a much more natural experience than you’ll get with Internet Explorer 9 on a Windows 7 tablet.As one final nod to the tablet computing experience, Microsoft announced that Windows 8 builds on Windows 7’s already improved support for various types of sensors — including gyroscopes, accelerometers, and magnetometers. It also supports NFC, which enables webOS style tap-to-share on Windows 8 devices.With the Windows 8 preview download going live tonight, we’ll share more details as they’re revealed in the coming days. Firefox OS evolves from Boot to Gecko telecoms and OEMs pledge support

Mozilla agrees, apparently, as they’ve announced that B2G will launch as Firefox OS — a name that will resonate with the hundreds of millions of Firefox faithful all around the globe when it launches early next year.The first phones will be manufactured by TCL and ZTE, and Brazilians will be among the first to be able to purchase Firefox OS hardware. Back in February, the project got a major boost from two wireless giants: Telefonica and Deutsche Telekom. Today, Mozilla announced that several more big names have signed on. Among them are Sprint, Telecom Italia, Smart (Phillipines), Telenor (Scandinavia), and Etisalat (Middle East). Perhaps more impressive than the fact that these carriers have signed on with Mozilla is that they’re all committed to ensuring that Firefox OS remains “fully open,” likely a subtle jab at Android.In their announcement, Mozilla notes that Firefox OS is optimized for entry-level smartphones — a segment that continues to boom as long-time featurephone users finally begin to make the move to more future-proof devices.It’s also worth noting that the additional web APIs Mozilla needed to develop to enable some bits of smartphone functionality — like placing phone calls and sending SMS and MMS messages — have all been submitted to the W3C so that they can be on the group’s ever-growing list of standards. That, of course, opens the door for all kinds of new possibilities for web apps no matter which platform they’re run on — from a Windows desktop to an iPhone or Nexus 7.With Sprint’s name on the list of carriers pledging support, you may be crossing your fingers that Firefox OS devices will be on their way to the U.S. next year. While that’s certainly a possibility, neither Sprint nor Mozilla has made an official announcement yet. Troika puts more pressure on government

first_img Facebook Twitter: @NeosKosmos Instagram With his government coming under increasing pressure from its international lenders, Prime Minister George Papandreou is planning to travel abroad next week with a view to meeting French President Nicolas Sarkozy and possibly German Chancellor Angela Merkel. Government sources revealed on Thursday that Papandreou will be in Paris on Wednesday for a meeting of the Organization for Economic Cooperation and Development (OECD), which will be celebrating 50 years since its inauguration. Papandreou hopes to hold talks with Sarkozy on the sidelines of this meeting. Sources said that the Greek premier is also seeking a meeting with Merkel, who earlier this week suggested that people in Greece had to retire later and take fewer holidays if Germany was to continue to participate in bailout packages. Her comments came at a time when Athens is being pressured by the European Commission (much to the chagrin of government and opposition politicians, Economic and Monetary Affairs Commissioner Olli Rehn called for political consensus in Greece to help push reforms through), the European Central Bank (which said it would stop accepting Greek bonds as collateral if the country restructures its debt) and its eurozone partners (the head of the group, Luxembourg’s Jean-Claude Juncker, warned on Thursday that there are limits to solidarity). The International Monetary Fund added to this pressure through its chief of mission in Greece, Poul Thomsen, who on Thursday informed the government that the latest inspection by the troika, which includes ECB and Commission representatives, would be suspended. Sources said the troika officials told Athens that there was no point in continuing until the government has drawn up further austerity measures and gets the ball rolling on the sale of state assets. “There is a need for further technical work,” Commission spokesman for Economic and Monetary Affairs Amadeu Altafaj Tardio told Kathimerini. Greece is expecting the fifth installment of its loan package, which will amount to 12 billion euros, next month but the troika has made it clear that Athens will have to speed up its work before then. Sandberg, late of the solid Lights Out and currently slated to helm that Shazam movie Warner Bros still claims to be making). And let him take a Mulligan on the whole “origin of Annabelle” concept – so this is the prequel to the prequel (ugh!) to The Conjuring, but it’s largely free to do its own thing.What’s the story this time?Set 12 years prior to the first Annabelle, the story follows a group of children (and one nun) from an overfull girls’ orphanage who move into the isolated rural home of a former toymaker and his bedridden wife. You will be unsurprised to learn that the house is the middle of nowhere, riddled with secret passages, hidden compartments, creepy mood-lighting and features no less than TWO separate rooms that no one is supposed to ever, under any circumstances, go into. They go in them anyway – which is how they discover the locked-away Annabelle doll and set a bunch of nasty haunted-house business in motion.It’s been a while, so refresh my memory: What’s the deal with the doll, again?There isn’t really a “deal” with the doll itself, which is why you have to assume this is tricky material. Annabelle is “iconic” because, despite being an incidental subplot in The Conjuring, she was the main “monster” from that movie you could put in advertising materials that weren’t a spoiler. The basic idea is that there’s a powerful demon (of the literally-from-Hell variety) “attached” to the doll, so instead of being a Chucky-esque “killer toy” Annabelle is basically a prop whose presence excuses demonic happenings in the general vicinity of wherever it happens to be. We’re eventually told how/why said demon came to be connected to the doll, but the “origin” in this case is how it got itself into circulation in the wider world.So why is this one better than the first one?It’s a standard setup, yes, but the conceit of making most of the main characters young girls does make a lot of the “why would you do that!?” stuff that needs to happen for the plot to commence more easy to forgive because, well… KIDS. The film understands that its real job is packing as haunted-house/scary-ghoul set pieces into about 90 minutes as it can while keeping the characters exactly compelling enough so that we don’t want to see them get killed and zigging when we expect it to zag. It also has the foresight to pull some plot and character-turns I didn’t see coming; including a doozy that arrives at the midpoint and neatly divides the story into two halves based on which of the characters we’re following around as the “main” one. And while some of the gags are pretty typical, they’re also pretty well executed: How many movies can still make a “spooky scarecrow” or “old dark well” bit work in 2017?What doesn’t work?It avoids it pretty deftly for a lot longer than you’d think. But eventually, there IS the inevitable point where it makes NO sense for them to stay in the house but they do anyway because Act 3 needs to happen. So even though this is much better haunting movies tend to slip up, it’s still disappointing to see when things had been going so well. There’s also a small but none the less grating scene that only exists to clumsily remind us that there’s a whole other Conjuring spin-off separate from this coming up next that’s awkward as hell.Should I see it?If you’re a fan of scary movies, sure – you never know how long the wait will be until the next one of these (in theaters) is actually good.Let us know what you like about Geek by taking our survey.last_img read more

STB Orders Weekly Reports from Railways to End Backlog Issues

first_imgThe Surface Transportation Board (STB) ordered all major U.S. railways this week to begin filing weekly reports in efforts to ease issues including shortage of cars, delays and the possible impact on farmers as a new crop harvest begins this season.“This order follows the Board’s recent public hearings regarding rail service issues, at which many rail shippers expressed concerns about the lack of publicly available rail service metrics and requested access to certain performance data from the railroads to help them better understand the scope, magnitude, and impact of the current service problems,” the STB said in a release. “The data collected pursuant to this order will give the Board and interested parties a better real-time understanding of the current rail service issues.”As the backlog of rail cars in the upper Midwest continues, and elevators are still full of 2013-crop grain ahead a record 2014 harvest, both farmers and lawmakers worry the backlog will create a grain storage crisis as a new crop harvest begins.In September, ASA Director Lance Peterson, a soybean farmer from Underwood, Minn., represented ASA and the Minnesota Soybean Growers Association at the STB hearing on the rail car issues in Fargo, N.D. Interior to offer largest oil and gas lease sale in US

first_imgThe Interior Department said Tuesday it will propose the largest oil and gas lease sale ever held in the United States — nearly 77 million acres in the Gulf of Mexico off the coasts of Texas, Louisiana, Mississippi, Alabama and Florida.The sale, scheduled for next March, includes all available unleased areas on the Gulf’s Outer Continental Shelf, a reflection of the Trump administration’s strategy to maximize oil and gas drilling on federal lands and waters.Even so, only a small fraction of the tracts available are expected to receive bids. A similar lease sale in August drew bids on just 90 offshore tracts totaling about a half-million acres — less than 1 percent of the 76 million acres available.Interior Secretary Ryan Zinke touted the upcoming sale as part of the administration’s bid to achieve what President Donald Trump calls “energy dominance” in the global market.“In today’s low-price energy environment, providing the offshore industry access to the maximum amount of opportunities possible (will) spur local and regional economic dynamism and job creation,” Zinke said.Rep. The first phase of construction on the roughly 5.5km (3.421 mile) Congleton Link Road is set to start in March, with preliminary work due to start earlier. The road, which will join the A534 Sandbach Road to the west and the A536 to the Macclesfield Road to the east, has been in the pipeline for several years and Cheshire East Council say it will ‘significantly’ improve travel between Congleton, Macclesfield and the M6 motorway. Cheshire East Council, which is contributing £24m to the project with the rest coming from central government and developer contributions, are holding an event for local residents and businesses to meet Graham, the firm contracted to carry out the work. The event is taking place at Black Firs Primary School on Longdown Road in Congleton between 5pm and 7.30pm on Tuesday January 29. Councillor Don Stockton, Cheshire East Council cabinet member for environment, said: “I do hope that residents, interested groups and organisations, as well as businesses will take advantage of this opportunity to meet with the contractors and learn more about this exciting scheme. “Graham are a well known, highly-reputable construction contractor and I am sure they will deliver the Congleton Link Road as planned and on time.” Read MoreMore than 100 jobs to be created as plans for new Lidl, B&M and 70 new homes approved   Graham say a lot of the work will be hidden from view – with traffic disruption kept to a minimum as the route spans open land.
