Clement Gascon in good health Supreme Court judges family says

first_imgOTTAWA — The family of Supreme Court Justice Clement Gascon says he is in good health a day after he briefly went missing. In a statement issued through the court, the Gascon family acknowledges the judge’s uncharacteristic absence caused “some concern,” but they’re providing no explanation for the odd turn of events.Ottawa police said late Wednesday that Gascon had been found safe and sound after he was reported missing earlier in the day and his family had expressed concern for his safety.Police did not release details on what happened or where he was found. Before he was reported missing Gascon, 58, was last seen near the Supreme Court building just west of Parliament Hill.Last month, the court announced that Gascon would step down from the bench for “personal and family reasons” after five years on the high court. The Canadian Presslast_img

first_img3. MAEV BEATY, ACTORWhile I kicked myself for not travelling to Prince Edward County to see Beaty and Liisa Repo-Martell in Daniel MacIvor’s A Beautiful View (hey, TIFF was on) and missing her play Joni Mitchell in Musical Stage Company’s three-day run of Uncovered, I did get to see her in a trio of unforgettable shows. Beaty’s imperious Russian princess added glamour and fire to Orlando (she got bonus marks for the year’s hottest onstage kiss with Sarah Afful), but it was her two collaborations with friend Hannah Moscovitch that made the year so memorable. Bunny and Secret Life Of A Mother dealt honestly and frankly with taboo topics concerning women, and Beaty fearlessly explored all the oh-so-human contradictions suggested in each work. Maev Beaty put her own life under glass in Secret Life Of A Mother. COURTNEY CH’NG LANCASTER As usual, coming up with just 10 names was nearly impossible. But these artists, besides being part of at least two shows, demonstrated a commitment and range that has made them a thrilling and essential part of the theatre landscape.1. COURTNEY CH’NG LANCASTER, ACTOR AND DIRECTOR (Pictured Above)No theatre artist did as varied and consistent work this year as Lancaster, whose layered characters resonate in theatregoers’ minds long after a show is over. She was an essential part of the moving chorus in Idomeneus; played the conflicted/complicit narrator in Innocence Lost (convincing as both a child and adult); got us to bite our nails as a businesswoman caught in a sticky Airbnb situation in Anywhere; made a footnote in musical history come vividly alive (complete with charming singing) as an opera composer in I Call Myself Princess; and played both Marshall McLuhan’s devoted secretary and a scantily clad cigarette seller with a firm grasp of the philosopher’s oeuvre in The Message. In addition, as co-artistic director of the Howland Company, she directed an ass-kicking and deeply empathetic production of The Wolves. Facebook Prest has hitherto been known for his intense dramatic performances in shows like Of Human Bondage and Ghosts. This year, he proved as good at comedy, gleefully devouring and spitting out his rhyming lines as the boorish central character in La Bête and then morphing into a half dozen characters in Bed And Breakfast opposite his real-life partner, Paolo Santalucia. He also added to his impressive director resumé with a powerfully unsettling production of the timely and disturbing Punk Rock. Advertisement Advertisement Login/Register With:center_img 5. GILLIAN GALLOW, DESIGNERGallow is responsible for some of the most striking images on any stage this year. In Long Day’s Journey Into Night she created a family whose picture-perfect sartorial surface belied their hellish inner turmoil; in Orlando, her sumptuous clothes helped communicate the work’s changing eras and mores; in Idomeneus, her characters emerged as if from some ash heap; and in the opera Hadrian, her costumes had to evoke Roman leaders, tempestuous Gods, peasants and duets of cavorting lovers. But oddly enough, her most memorable design was also the simplest. In The Runner, her sparse set consisted of a long, moving treadmill on which a ZAKA volunteer was stuck as if on an existential catwalk, forever attempting to go forward and getting nowhere. BEAU DIXON, ACTOR AND MUSICIANDixon has such a laid-back onstage persona that it’s easy to underestimate his skill. Early in the year, he was part of Hamlet’s rock ’n’ roll ensemble, even jamming with fellow musician Jack Nicholsen at one point. (I would pay to see them do a cabaret duo.) Later on, in Ma Rainey’s Black Bottom, he added a low-key but deep soulfulness to his piano-playing, well-read Toledo. Most impressive was his Othello in Harlem Duet, playing a philandering academic, a slave looking to escape to freedom and a deeply compromised vaudevillian actor. Annan applauds senior UN official on winning 2003 World Food Prize

Catherine Bertini, currently UN Under-Secretary-General for Management, was chosen for the award by a special committee under the chairmanship of Nobel Peace laureate and “Green Revolution” creator Norman Borlaug. From 1992 to 2002, she had been Executive Director of the World Food Programme (WFP), the world’s largest provider of emergency food aid.”Thanks to her outstanding leadership the World Food Programme is today on the front lines of the world’s battle against hunger,” Mr. Annan said in a statement. “Its staff have made many sacrifices in the line of duty and have helped save millions from the scourge of famine. Let’s congratulate them, too.”The award ceremony takes place tonight in Des Moines, Iowa.During her tenure at WFP, the World Food Prize committee said in its statement, “over 50 million people, the majority women and children, faced imminent famine and death from these natural and man-made disasters alone. Yet, in every instance, she and the 8,000 dedicated members of the World Food Programme staff were able to confront and halt incipient starvation and prevent large-scale famine from occurring.”Ms. Bertini said she planned to donate the $250,000 award to the Friends of the World Food Programme to help fund education initiatives for girls, which “represents the fastest and most efficient way to saving and improving people’s lives in poor countries.”The current WFP Executive Director, James Morris, said the agency would match the gift by allocating the same amount of money to whatever girls’ education initiatives Ms. Bertini supported. read more

Greece waits for Eurozone deal

first_imgEurozone finance ministers were locked in discussions late Monday as they attempted to reach a deal on a new bailout for Greece, amid concerns about the country’s debt sustainability and objections from at least one of the countries involved about the conditions under which any more loans should be dispersed. Finance Minister Evangelos Venizelos expressed optimism going into the Eurogroup talks in Brussels, suggesting that Greece had met the requirements demanded by its eurozone partners. He was accompanied by Prime Minister Lucas Papademos. Papademos was there to run parallel talks with officials from the Institute of International Finance as Greece sought to tie up a debt restructuring deal with its bondholders. Hopes that the bailout deal would be concluded last night took a knock when Dutch Finance Minister Jan Kees De Jager expressed skepticism about whether Greece had met all the conditions. He also suggested that the permanent presence of the International Monetary Fund, European Central Bank and European Commission – or troika – should be set up in Athens with powers over Greece’s economic policy. De Jager added that any new loans should not go to Greece but into an escrow account, where they could used to pay off debt first.Any extra funds would only be given to Athens if it met all the conditions. Meanwhile, debt sustainability analysis conducted by the troika and seen by Reuters suggested Greece would need additional relief to cut its debts to 120 percent of GDP by 2020. Greek banks would need as much as 50 billion euros in recapitalization funds, rather than 30 billion, the analysis suggests. The troika’s report suggested that a restructuring of Greek debt by eurozone central banks would cut Greek debt by 3.5 percent of gross domestic product, while if the European Central Bank were to forgo its profit on Greek bonds purchased on the secondary market, debt would be reduced by another 5.5 percent of GDP. The troika suggested that these actions along with other steps could bring Greece’s debt down to 120 percent of GDP by 2020, which was the target that the eurozone was aiming for. However, the analysis showed that Greek debt could reach as high as 160 percent of GDP in 2020 if the recession deepens and structural reforms are not carried out. The troika expressed reservations about whether Athens would be able to conduct reforms at the pace required by its lenders. Dogproofing your car How to keep your pups safe and secure

first_img Comments Tags Our best gadgets to keep dogs safe in cars Seat coversIf you plan on having your dogs sit on the upholstery, the most important part of the equation is some sort of seat cover. There are hundreds and hundreds out there, ranging from cheap generic options to far more expensive custom-fitted units. Given that it’s hard to recommend any one in particular. I’d recommend finding some owners groups and seeing what works for your particular vehicle, but in general I’m a big fan of hammock-shaped seat covers.I have an inexpensive one from Gorilla Grip that I bought on Amazon for just $21. I got it specifically for use in our now dearly departed Land Rover Discovery long-termer, but it went on to see use in our Nissan Leaf SV and now is deployed in our Subaru Ascent. It’s big enough to work in bigger SUVs but, thanks to the little rubber bits of rubber tubing that you wedge into the seats, stays taut even on smaller vehicles. The pockets are handy for leashes or treats and the hammock style keeps the worst of the fur contained while keeping your pups where you want them.See the Gorilla Grip seat cover at AmazonBarriersSeat covers are a good starting point, but some dogs may require something a bit more… incarcerating. While bigger dogs are a little easier to keep in place, littler pups, who sometimes have a tendency to wander, can squeeze between seats and doors. Add in a bit of anxiety and you can quickly create an unsafe situation with a pooch either trying to jump in the driver’s lap or cuddle up at their feet. Neither is good. For some dogs, relegation to the rear is the safest space.  Nick Miotke/Roadshow In this case, the rear hatch of your wagon or SUV may be a better place, but now the game becomes keeping them back there. Many wagons and SUVs come with barriers that keep precious cargo in place, but if yours is lacking, there are plenty of aftermarket units out there. For the Ascent, we tried out the $40 PetSafe Solvit barrier, but I’m sorry to say I can’t recommend it. It’s way too fiddly to put together, too flimsy once assembled, and too slow to install and remove. See the PetSafe Solvit pet barrier on AmazonWhile more expensive, this fabric unit, called the Bushwhacker, looks like a much nicer option to me. It’s $77 at the time of writing.See the Bushwhacker pet barrier on AmazonCrash-testeddog car accessoriesAt a glance, you’d never know this wasn’t just another dog harness.  Nick Miotke/Roadshow Putting your pups in the back hatch may make driving safer by keeping them contained, but it isn’t the safest option in the case of a crash. The science of crash testing with pups is relatively limited and few products out have been specifically tested to keep your best friend safe in a crash. And, while don’t mean to be morbid, keeping your dog safe in a crash also means keeping you safe, because nobody wants a 90-pound Malamute flying at them in the midst of an accident.Of those certified harnesses that exist, the Sleepypod Clickit Terrain is my choice. It goes on easily, just like any other harness, and then you just slip the seatbelt in beneath the rear loops. This gives the dog enough freedom to sit up or lie down if they like, and it even has mounting points for a little backpack. Yes, it is far, far more expensive than a normal dog harness, but as soon as you take it out of the packaging you’ll see and feel why.See the Sleepypod Clickit Terrain on AmazonStaying hydratedDogs need about an ounce of water every day per pound of body weight, and if they’re agitated and panting that amount only goes up. Throwing your pup in the car can be very stressful for them, especially if they realize you’re heading to the vet. So, make sure you can keep them hydrated. I purchased a Lixit Water Boy water bowl years ago, and since then it’s seen us through many thousands miles of road trips. It’s easy to fill, stores vertically and, while not totally spillproof, does a good job of keeping down the splashing.See the Lixit Water Boy on AmazonLoading updog car accessoriesMake sure your ramp is long enough and, crucially, stable enough. Nick Miotke/Roadshow Bigger, older dogs will some day get to a point where they need a little help getting into and out of the car. And, depending on how good your back is, you may or may not be able to provide that help. Ramps are the answer, but make sure that you don’t go with the cheapest, smallest ones you can find. For one thing, a shorter ramp is a steeper ramp, which may defeat the purpose. Plus, a flimsy, shaky ramp may scare your dogs, and they’ll likely need some encouragement as it is.We tested the PetSafe Solvit Deluxe ramp on our Subaru Ascent, rated for a whopping 400 pounds. At over $100 it’s expensive, but it slides together easily and deploys in seconds, and was rock-solid once out. My only concern is the no-slip surface is like skateboard grip tape, aka sandpaper, and I worry about the effect of that on the pads of my older pup Bowser, who now drags his rear toes a bit as he walks.See the PetSafe Solvit Deluxe on AmazonEye protectiondog car accessoriesDoggles might just save your pup’s vision, but they’ll definitely bring a smile to the face of anyone who sees them. Nick Miotke/Roadshow Finally, I want to talk briefly about eye protection. As I mentioned at the top, seeing my dogs hang their heads out the window gives me nearly as much joy as I hope it gives them. However, many have rightly questioned the safety of this behavior. There are many factors at play, but eye protection is a major one.I wouldn’t imagine going out for a ride on my motorcycle without some sort of eye protection. Consider doing the same for your pups. A set of doggles, like the ones from QUMY that Bowser is wearing here, costs less than $20 and, thanks to their dual straps, will stay in place even at speed. I’m sure they’re effective at preventing damage, but my dogs absolutely hate the things.See the QUMY doggles at AmazonMore recently I’ve seen some ski goggle-like options, including the Rex Specs. Far more expensive at about $80, and I’ve not had the opportunity to test any, but they certainly look more comfortable. And, frankly, a lot less goofy — vital if your pup suffers from self esteem issues.See the Rex Specs doggles at AmazonHappy motoringYou don’t need to have all of the above to have a nice drive with your pups. With a little bit of planning and protection, your next road trip with your best friend can be safer and stress-free. Happy motoring! 2019 Mazda CX-5 Diesel review: Was it really worth the wait? More problematically, though, is the safety of driving with dogs. Thanks to decades of research and crash testing, driving with children in the car is a rigorously scientific thing. With dogs… well, it’s a little more loose. So, here’s some advice for how you can keep your pups, and their various bodily fluids, well-contained for a trip on the road.Note that CNET may get a share of revenue from the sale of products featured on this page. I know that you can’t reliably read a dog’s mood by its expression, but I have little doubt that a smiling dog with its nose in the wind is happier than one sitting at home looking out the window. That said, having your dog out and loose in a car poses a few problems. The first is cleanliness: even the most well-groomed pup is liable to leave some hair or fur behind. 8 Tips To Prepare Your Business for an Inevitable Cyber Attack

first_imgSeptember 28, 2015 Free Webinar | Sept. 9: The Entrepreneur’s Playbook for Going Global Growing a business sometimes requires thinking outside the box. Register Now » I was attacked. I was violated. Last week, my wife and I discovered that our Discover account had been compromised and used for a number of fraudulent transactions. Luckily, we caught it early and notified Discover immediately. The issue was rectified swiftly and amenably.Related: 5 Growing Cyber-Security Epicenters Around the WorldOf course, as anyone who has been a victim of a robbery can tell you, even when all the stolen items are returned in their original state, the psychological effect of having had your privacy violated leaves a bitter taste that takes a longer time to wash away.Fortunately — if that is the appropriate word — I was well prepared. As it happens, I had fallen prey to hackers in the past, so this time I knew what to do and how to react. The previous incident, which froze my business banking accounts for days, made me understand and embrace the dogma that it is not a matter of “if” but “when” you, me, anyone will get hacked. For this reason, entrepreneurs should prepare for rather than simply avoid cyber threats. Here are the few tips I have learned over the years to help that preparedness happen:1. Take the threat seriously. We are inundated almost daily by news about criminals hacking and stealing data from movie studios, major retailers, and even our most secure — or perceived as secure — government agencies. While these incidents may lead us to believe that big companies are the targets for hackers, the harsh reality is that small businesses are at as much risk as large corporations.  McAfee, a leading provider of security software, recently reported that it had found that 90 percent of small- and medium-sized U.S. businesses do not sufficiently protect their electronic company and customer information. This is a sobering statistic, especially when you consider that PwC (formerly PriceWaterhouse Coopers) estimates that breaches can cost small firms up to $100,000 to remedy and, larger firms, well into the millions. And there’s more: Beyond data, how secure is your business’s banking and credit card information? Having your credit or bank account compromised can be a significant inconvenience and disruption to your business when the bank suspends your accounts as it investigates over the course of several days.2. Avoid public wi-fi.One of the easiest ways for hackers to collect your information occurs when you use unsecured wi-fi networks. Any official business, especially the kind that requires a login and password, should be done only through secure networks that you have set up. Mobile phone data networks are also secure — at least for now.Related: 4 Ways Your Small Business Can Better Prevent Cyber Crime3. Set up (and pay attention to) alerts. All banks and credit cards have alerts that you can set from a text when a transaction has exceeded a stated amount; or you can receive an email when your bank or credit card balance hits a certain level. This was actually how we caught the fraudulent activity on our Discover card.Ironically, I know many business owners who receive notifications for sports scores, news and social media, but will not take the time to set up important business financial notifications.4. Check your banking activity often.Over the years, I have learned to consolidate my banking activities, both business and personal, so that I can easily check transactions once every few days and even daily when I have the time. Services such as Mint or Quicken can also help you monitor transactions across all of your accounts and have great mobile apps you can use on the go.5. Subscribe to an identity-theft service. For a long time, I hated the idea that identify theft companies existed. I had always believed these companies used scare tactics to manipulate customer sentiment, which encouraged customers to sign up.But it takes only one violation of your privacy to demonstrate the value these services have.Because I was a party to the large Target hack and the security breach that affected all South Carolina residents, I was provided identity-theft services at no charge. Since getting these services, I have found the accompanying monitoring and alerts invaluable and upon renewal will certainly entertain continued service.6. Tighten your password security.Having a strong and unique password for each of your accounts is crucial, as well as a major pain. Consider instead a password “algorithm,” or a common password theme, that makes remembering all of your complicated passwords much easier. Also, many apps for financial institutions now have fingerprint and facial recognition features, so take the time to set them up. And, when available, take advantage of more secure login protocols, such as two-step authentication, when accounts permit them. All of these processes require more time and can be inconvenient, but no more inconvenient than spending hours on the phone remedying your accounts once you’ve been scammed.7. Get your employees and vendors on board.According to Cyrus Walker, CEO of Chicago-based Data Defenders, research demonstrates that approximately 80 percent of security-related incidents are a result of employee behavior. For this reason, your employees need to be well trained about and aware of the threats to your company’s cyber security. Policies should be clearly stated within and throughout the organization.Additionally, your vendors and other business partners, especially those with which you conduct financial transactions or share sensitive information, should be vetted and required to uphold stringent Internet security protocols. Of course, not every vendor will be able to comply, but demonstrating your willingness to make cyber protections a priority will help lead and drive home its importance.8. Consider insurance. If your business transacts a significant amount of business through the Internet, stores sensitive information online or communicates electronically, it is probably worth discussing with your insurance agent the potential loss that could result from a major data breach in your company. Unfortunately, protection for the unforeseen cyber security threats is becoming as standard as liability insurance for company vehicles. The message here is not to scare entrepreneurs into action. Rather it is to emphasize that while businesses probably can’t avoid breaches, they can certainly take great strides in preparing for the worst. What other ways do you and your business prepare for cyber threats? Firefox 59 Referer Path Stripping in Private Browsing

first_imgFirefox 59: Referer Path Stripping in Private Browsing by Martin Brinkmann on February 01, 2018 in Firefox – Last Update: May 27, 2018 – 22 commentsMozilla plans to strip path information from the referer when visiting third-party sites starting in Firefox 59 Stable. The new feature applies to the browser’s private browsing mode only.Web browsers provide sites with information when connections are initiated. Part of this is the referer value which holds the path of the referring site. When you click on a link, the URL  the link was clicked on is sent as the referrer by default. The data reveals information to sites. While that is usually limited to the full URL a user came from, it sometimes may include critical information that users may not want to be shared with other sites.Referer Path Stripping in Private BrowsingThe Electronic Frontier Foundation discovered in 2015 that the site was sending personal data to third-party sites through the referer. string revealed the user’s age, zip code and state, income, and that she was pregnant and a smoker to linked third-party sites. While this may not be enough on its own to identify a user, one has to consider that sites may access a user’s IP address and other information as well, and that is not taking scripts, and other means of finding out more about site visitor’s into account.Mozilla Firefox 59 will remove path information from the referer in Private Browsing mode when links lead to third-party websites.Starting with Firefox 59, Private Browsing will remove path information from referrer values sent to third parties (i.e. technically, setting a Referrer Policy of strict-origin-when-cross-origin).The link above would be stripped to so that third-party sites see only the referring domain but not the actual page or other information that may be part of URLs.The stripping happens only in private browsing mode. Firefox users can start the special browsing mode with a click on Menu and the selection of New Private Window, or by using the shortcut Ctrl-Shift-P.Add-ons provided Firefox users with options to strip or delete referer values for a long time. Users who prefer to have referring information stripped in regular browsing mode as well may check out extensions such as Smart Referer which does that.UpdateMozilla removed the original preference that it used to set default referer policy in the Firefox browser. Users need to configure it using the following two preferences now:network.http.referer.defaultPolicynetwork.http.referer.defaultPolicy.pbmodeThe preferences, the pbmode one affects privacy browsing mode only, support the following values:0 = no-referrer1 = same-origin2 = strict-origin-when-cross-origin3 = (default) no-referrer-when-downgradeEndFirefox users may also change the preference network.http.referer.userControlPolicy to the value 2 which means strict-origin-when-cross-origin. Check out the Ghacks user.js file on GitHub for additional information on that and related preferences. The main advantage of using an extension or changing the value of the preference in Firefox’s preferences is that Firefox will strip the data in regular browsing mode as well. Now You: How do you handle referers?Related articlesImprove online privacy by controlling referrer informationSmart Referrer for Firefox Blocks Cross-Domain ReferrersThe ultimate Online Privacy Test Resource ListSummaryArticle NameFirefox 59: Referer Path Stripping in Private BrowsingDescriptionMozilla plans to strip path information from the referer when visiting third-party sites starting in Firefox 59 Stable. Developers of Firefox Focus set to replace Androids WebView with GeckoView

first_imgYesterday, Mozilla announced that they will be releasing a new version of Firefox Focus for Android next week. This version will be powered by Gecko, which is a browser engine developed by Mozilla and is also used in Firefox Quantum. Firefox Focus enables you to stay “focused” by automatically blocking ads and trackers. Once you are done browsing, you can delete your search history completely using its erase button. It provides a faster browsing experience and you do not have to worry about the retargeted ads. Why Firefox Focus needs Gecko? Since the beginning, Focus has been using Android’s built-in WebView, but it has some limitations. WebView is not designed for building browsers. It only supports a subset of web standards, as Google expects developers to use native Android APIs, and not the Web, for advanced standards. To add next-generation privacy features to Focus, its developers require deep access to the browser internals. This is why, they decided to use their own engine, Gecko. Firefox for Android already uses Gecko, but not in a way that’s easy to reuse in other applications. To make Gecko reusable they built GeckoView. To allow the use of GeckoView in other applications, the developers have decoupled the engine from its user interface and packaged it as a reusable Android library. In a nutshell, GeckoView will help them leverage all of their Firefox expertise in building more compelling, safe, and robust online experiences. They are also planning to use GeckoView in entirely new products like Firefox Reality, a browser designed for virtual and augmented reality headsets. You will hear more about Firefox Reality later this year promises the Mozilla blog. You can currently download Focus Beta and report issues, if any. If you are an Android developer, you can give this library a try or directly contribute on GitHub. To read more about GeckoView, check out the announcement on Mozilla’s official website. In this holiday season finding ways to make a difference

first_imgIn the low-income neighborhood of Rincón Grande in western San José, a young woman has finished her last tests of the school year. Instead of hanging out with her friends, though, she’s taking one more, of her own volition: the entrance interview for a vacation English camp in her community. She smiles shyly in the empty classroom, which is actually a store in the strip mall her high school is renting as a makeshift facility. “I really want to learn,” she says. “I really want this opportunity.”In the northwestern province of Guanacaste, a pregnant elementary school teacher is finishing a tiring school year. When January rolls around, along with her well-earned summer break, she has a perfect opportunity to put up her feet before her baby arrives – except that she won’t. Instead, eight months pregnant, she’ll teach and receive hands-on training every day at her local English camp.In the shadow of Turrialba Volcano, parents are organizing movie nights to raise funds for their kids to attend a camp. In La Lucha, in the Southern Zone, community leaders are hard at work raffling off a cow so they can cover basic costs. In the town of La Mansión, a U.S. Peace Corps volunteer is teaching yoga as a fundraising method. In the U.S. state of Oregon, a group of volunteers are meeting to plan their trip to Costa Rica in January to teach. And in Arizona, the parents of three young children just decided to forego printing their annual Christmas card in order to donate to help Costa Rican kids they’ve never met attend an English camp for the first time. These people are just a few examples of the remarkable students, teachers, volunteers, parents and donors who have made JumpStart Costa Rica, an initiative of the nonprofit Costa Rica Multilingüe Foundation in partnership with the Peace Corps, such a success; the completely donation-based initiative, now in the midst of its holiday fundraising campaign, is poised to provide intensive English training for low-income students and hands-on professional development for Costa Rican teachers all over the country during Costa Rica’s school vacations this coming January. These people are expert foragers, turning unused classrooms, time and resources into educational gold. They are a source of daily inspiration for me, as the coordinator of the project.Their determination, commitment and selflessness also represent a broader spirit of giving that we at The Tico Times want to highlight this holiday season, so we are proud to introduce two efforts to continue what has always been a central part of our mission as a newspaper: to shine a light on communities, organizations and individuals doing great things in Costa Rica and connect them with interested readers. Our new monthly column “Changemakers,” by Sylvia Arias Penón, will profile leaders, social entrepreneurs and others around the country and region who are doing great things to improve their communities, nations and world. “Giving Back” is an occasional series featuring nonprofit and other donation-based community initiatives, whether through op-eds such as this one, or feature stories. This country is full of people young and old who are taking innovative and generous steps to improve education, conservation, health care and more. Instead of cursing the Black-Friday-ness of the world today, they’re lighting a candle. And that’s a gift worth passing on.See also: A search for Central America’s own MalalasKatherine Stanley Obando is The Tico Times’ arts and entertainment editor and the author of the twice-monthly Maeology column. Mortgage Loan Application Defects Driven Lower by AbilitytoPay Rules

first_img November 24, 2015 468 Views in Daily Dose, Data, Headlines, Market Studies, News, Origination Ability-to-Pay Application Defects First American Financial Corporation Mortgage Loan 2015-11-24 Staff Writer Mortgage loan application defects are becoming less prevalent in the housing market as the Ability-to-Pay rules are reducing fraud risk related to income, while misrepresented income is more likely to be caught on a loan application.First American Financial Corp., a global provider of title insurance, settlement services, and risk solutions for real estate transactions released their Loan Application Defect Index Tuesday, which declined by 2.5 percent in October 2015 compared to September 2015.The index, which estimates the frequency of defects, fraudulence, and misrepresentation in the information submitted in mortgage loan applications is also down 10.2 percent year-over-year and down 22.3 percent the height of fraud risk in October 2013.“Fraudulent and misrepresentative loan applications are continuing to decline, as our risk index is trending toward the lowest point we have recorded in the last five years. The reduction in risk is occurring across property type, occupancy, loan purpose, and whether a conforming conventional or FHA, VA, USDA loan,” said Mark Fleming, Chief Economist at First American. “While risk is declining overall, there are still categories of loans that are riskier. In particular, self-reported investor, ARM, purchase, and multi-unit transactions have heightened defect, fraud, and misrepresentation risk.”October will mark the third month of decline in mortgage loan application defects and risk, in which the index has declined over 6 percent, First American stated. However, the index remains 1.3 percent above the low point set in March 2015.Refinance defects decreased 2.8 percent month-over-month, and down 10.4 percent year-over-year, the data showed. The Defect Index for purchase transactions fell 2.3 percent month-over-month, and is down 10.5 percent year-over-year.First American’s Top Five States With the Highest Month-Over-Month INCREASE or SMALLEST Decrease in Defect Frequency are:North Dakota (+3.3 percent)Alaska (+0.0 percent)Iowa (+0.0 percent)Missouri (+0.0 percent)Illinois (-1.3 percent)First American’s Top Five States with the Highest Month-Over-Month DECREASE in Defect Frequency are:Michigan (-6.1 percent)Vermont (-5.2 percent)California (-4.9 percent)Louisiana (-4.9 percent)Connecticut (-4.8 percent)First American also reviewed two additional risk categories in October: Employment and Income Defect, Fraud, and Misrepresentation, finding that employment-related defects and potential misrepresentation has been stable, but recently increased, while income misrepresentation has trended downward since the end of 2012.“One of the clearest benefits of more stringent underwriting standards related to the ability of a borrower to sustainably pay their mortgage can clearly be seen in the improvement in the income-specific defect risk index. Income-related defect, misrepresentation and fraud risk is down 49 percent from its peak in December 2012,” Fleming explained. “Given the heightened scrutiny of a borrower’s ability to pay, intentionally misrepresenting one’s income for fraudulent gain is more likely to get caught.”Click here to view the full report.center_img Mortgage Loan Application Defects Driven Lower by Ability-to-Pay Rules Sharelast_img read more

How Would a Fed Rate Hike Affect the Mortgage Industry

first_img Share September 5, 2016 823 Views in Daily Dose, Featured, Government, News The August jobs report from the Bureau of Labor Statistics fell short of expectations, leaving many to pull back on their predictions that the Federal Reserve will raise short-term interest rates in September. Many analysts and industry participants are saying December is more likely for a Fed rate hike if the economy shows sufficient improvement.December would make it exactly one year since the Fed’s historic liftoff from near zero interest rates, where the rates had been for the past nine years.Meanwhile, mortgage rates have hovered above their historic lows for the past few months and have been below four percent for the whole year (Freddie Mac reported the average 30-year FRM at 3.46 percent for the week ending September 1, only 15 basis points above the all-time low). What effect will a Fed rate hike have on the mortgage market?According to one analyst, refinances are popular and are likely going to stay that way from the time up until the Fed raises rates and even for a time afterward.“Right now, with the clients we’re working with, the refi market is about as hot as it’s ever been,” said Leo Loomie, vice president, client services at Digital Risk. “They’re taking in more loans than they can handle. (When the Fed raises rates), we might see a short-term impact to the mortgage rates at that time, but prior to that, you’re going to see, especially with the indications they’re giving the market, you’re going to see more people getting off the fence between now and then. So we predict the refi market is going to remain hot up until the time they raise rates. At the time they do increase rates, we are thinking that it’s going to remain relatively hot from a refinance perspective based on how low rates are currently.”Estimates vary as to how many borrowers are eligible to refinance, generally from seven to eight million. A rate hike by the Fed might prompt some of those borrowers eligible to refinance to take advantage of it.“They’re going to see there was just a rate hike and they’re going to say, ‘Now I truly don’t want to lose this opportunity,’” Loomie said. “They might be a little complacent now because rates have been so low. A rate hike might actually kickstart people who have been sitting on the fence to really dive in before the Fed raises the rates again.”Loomie predicts that refis will eventually decline within six to 12 months after the Fed raises short-term interest rates, and at that point, he hopes the purchase market will pick up the slack.“You’re going to see it go from a 60-40 refi to a 50-50 and eventually to a 60-40 purchase ratio, depending on where rates end up,” Loomie said. “There are a lot of headwinds with purchase. The inventory right now is very constrained, home prices are up, and wages haven’t matched the increase in home prices. So you have a market where purchases have a lot of headwinds, and refis have a lot less headwinds than purchases do. So we’re hoping to see some of those market factors correct themselves over the next six to 12 months, as in wages going up, unemployment continuing to go down and remain strong, and then we see inventory picking up because we have a lot of builders picking up inventory and really hitting the market again. Hopefully the inventory and the market characteristics are there to match and increase in purchase. If we see that, I think you’ll see purchases pick up the slack from refi when the rates go up.”center_img Federal Reserve Mortgage Rates Refinances 2016-09-05 Seth Welborn How Would a Fed Rate Hike Affect the Mortgage Industry?last_img read more
